Peter Wennink sloeg in zijn rapport vorig jaar alarm: zonder gerichte investeringen dreigt Nederland de autonomie en economische voorsprong te verliezen. De nieuwe coalitie pakte dat signaal op en maakte digitale soevereiniteit en strategische autonomie een expliciete prioriteit, met plannen voor een AI-fabriek, eigen datacapaciteit en het afbouwen van afhankelijkheden.<\/p>\n<p>Dit vraagt wat van ons land: ruimte, innovatie en ecosystemen. In de praktijk zien we dit in twee regio&#8217;s nadrukkelijk gebeuren. Amsterdam en Eindhoven positioneren zich nadrukkelijk als Europese techhubs. Waar de regio (groot) Amsterdam inzet op digitale diensten, AI en internationale bedrijven, bouwt Eindhoven verder aan een deep tech-ecosysteem rond industrie en semiconductors.<\/p>\n<p>Op het eerste gezicht zijn dit twee regionale ambities, maar onderliggend gaat het om \u00e9\u00e9n nationaal vraagstuk.<\/p>\n<p>Om blijvend te innoveren en ons land koploper te maken, moeten er hordes worden weggenomen en handen ineengeslagen worden. Tegelijkertijd klinkt de roep om versnelling: minder regels, snellere vergunningen en gerichte investeringen in rekenkracht en datacenters. Experts bepleitten dit ook expliciet tijdens een rondetafelgesprek over het optimaal benutten van AI-kansen, waarin werd benadrukt dat Nederland sneller moet investeren in AI-infrastructuur en minder versnipperd moet opereren.<\/p>\n<p>De vraag is niet alleen hoe Nederland kan innoveren, maar onder welke voorwaarden. Michiel Bakker betoogt in het NRC dat Nederland AI nog te veel als economisch dossier behandelt. Terwijl de echte vragen gaan over afhankelijkheid, energieverbruik en wat er gebeurt met zingeving en herverdeling als kenniswerk grootschalig wordt geautomatiseerd. Dat zijn geen randvragen, het zijn precies d\u00ede voorwaarden waaronder stedelijke groeiambities al dan niet zinvol zijn.<\/p>\n<p>Zonder duidelijke nationale regie ontstaat het risico dat regio&#8217;s langs elkaar heen bewegen of zelfs concurreren om schaarse middelen. Zo doen zowel Amsterdam als Eindhoven een beroep op dezelfde randvoorwaarden zoals energie, ruimte en talent. Zonder centrale prioritering leidt dit ertoe dat capaciteit versnipperd wordt ingezet, projecten elkaar verdringen en investeringen niet terechtkomen waar ze nationaal de meeste strategische waarde opleveren. De benodigde investeringen in AI-infrastructuur en datacenters overstijgen het regionale niveau, waardoor verschillende steden lobbyen om dezelfde potjes, terwijl zij in feite concurreren om de invulling van \u00e9\u00e9n en dezelfde nationale ambitie.<\/p>\n<p>Daarbij zet de coalitie sterk in op regelversoepeling om groei te versnellen. Tegelijkertijd vraagt de ambitie rond strategische autonomie om een gerichte inzet van deze ruimte, zodat deze ook bijdraagt aan het versterken van het Nederlandse en Europese ecosysteem.<\/p>\n<p>Nationale regie vereist dus niet minder regels, maar de juiste regels. Dat betekent concreet twee dingen. Zo zijn Amsterdam en Eindhoven geen concurrenten, maar complementaire ecosystemen; een digitaal en een industrieel onderdeel van dezelfde nationale ambitie. Die complementariteit vraagt om gedeelde afspraken over energie, talent en infrastructuur, in plaats van twee afzonderlijke lobbyverhalen richting Den Haag.<\/p>\n<p>Daarnaast moet het Rijk die regie ook daadwerkelijk pakken. Niet als co\u00f6rdinator op afstand, maar met een structuur die regionale ambities vertaalt naar nationale prioriteiten. Het AI-Deltaplan opperde daarvoor een impactinstituut om de handen van verschillende stakeholders ineen te slaan. De coalitie liet specifiek d\u00e1t advies liggen.
